State Land For Homes

The State Land For Homes initiative is expediting the availability of public land throughout the Commonwealth specifically for housing development as part of the Healey-Driscoll Administration’s multi-dimensional approach to addressing the Commonwealth’s housing needs.

The initiative is being led by the Division of Capital Asset Management and Maintenance (DCAMM), in partnership with the Executive Office of Housing and Livable Communities (HLC) acting under Executive Order 623 and Section 121 and 122 of the Affordable Homes Act. Below is information regarding the variety of development opportunities resulting from this work.   

Opportunity for Public Comment

Municipalities, development teams, and community members are invited to comment on HLC's draft regulations governing municipal regulations on state surplus land disposed for housing development through the process established by the Affordable Homes Act. Written comments on the proposed regulation may be submitted to EOHLCRegulationComments@mass.gov, no later than 11:59 pm on April 13, 2026, with “Comments on 760 CMR 77” in the subject line. Further details can be found in the public notice.

Development Opportunities Available Now 

330 Gorham St., Former Lowell Superior Court- A courthouse building of ±65,000 SF and surface parking lots for a combined ±2.44 acres. Walking distance to public transportation.  Situated in a mixed multi-family and commercial neighborhood. The Request for Qualifications response period is now open ahead of the June 2026 auction. Details about the auction and RFQ process are available on the JJManning Auctioneers website
