The MassDOT Aeronautics Division Airport Safety and Maintenance Program (ASMP) was specifically designed to support airport planning and development projects that are a priority for the Aeronautics Division and/or are a low, or ineligible priority for the Federal Aviation Administration (FAA). The Aeronautics Division may typically reimburse an airport sponsor for up to 80% of the total project cost or up to 100% of the total project cost for security improvements, vegetation improvements, vegetation management, safety, and sustainability/climate resiliency. Airport operators should seek available FAA funding for eligible projects before requesting grants through the ASMP program.
The Aeronautics Division may also provide reimbursements to non-profit entities for up to 100% of eligible project costs that provide statewide benefits to aviation including safety, security, aviation/airport development and operationalization of advanced aviation technologies. Non-profit entities must meet the following criteria to be eligible for ASMP program grants:
- Certified non-profit status of 501(c)(3) or equivalent
- Currently receiving funding from state, federal or local governments in the form of appropriated funds, grants or contracts
All requests for ASMP funding from public-use airports and non-profit agencies that provide statewide public use benefits to aviation will be included in the MassDOT Aeronautics Division’s five-year Capital Improvement Plan (CIP). ASMP grants are distributed, according to a priority rating system, only to eligible n public-use airports included in both the CIP and the Massachusetts Statewide Airport System Plan (MSASP) and non-profit entities as described above. Deficiencies identified in annual state airport inspections will be given the highest priority, but airport planning and new construction are also considered eligible:
- Airport Planning & Environmental - Typical planning projects include:
- environmental permitting projects that are not otherwise eligible for FAA funding
- feasibility studies
- vegetation management projects, and
- projects to identify and evaluate capacity requirements.
- Airport Development - Typical airport development projects include:
- facilities or equipment needed for site preparation
- construction, alteration, and repair of runways, taxiways, aprons, and roads within airport boundaries
- construction and installation of lighting, utilities, navigational aids, and aviation-related weather reporting equipment
- safety, maintenance, and snow removal equipment
- administration buildings and related site development
- airport fencing, security cameras, and other measures that improve security and
- equipment to measure runway surface friction
