Background
The Five-Year Statewide Plan to Address Sex Trafficking, or "the Plan", is the culmination of a rigorous, data-informed process that integrates the insights of people with lived experience and frontline professionals. Adopting a whole-of-government framework, The Plan outlines concrete, actionable strategies to protect survivors and prevent sex trafficking.
Developed by the Sex Trafficking Branch under the Human Trafficking Subcommittee, the Plan was spearheaded by co-chairs, Secretary Gina Kwon (EOPSS), Glenn Daly (EOHHS), and Lisa Goldblatt Grace. ForHealth Consulting at the UMass Chan Medical School coordinated the development of the Plan.
The Plan development process incorporated a comprehensive stakeholder engagement approach, including reviews of existing data and strategic plans, a survey of 76 stakeholders, interviews with over 60 individuals, and 10 focus groups with people with lived experience, law enforcement personnel, government agencies, non-profit organizations, and other key stakeholders. Throughout the process, survivors provided leadership and guidance through the Human Trafficking Subcommittee Advisory Group, which was specifically convened to inform this plan's development.
