Community Investment Tax Credit Program (CITC)

The Community Investment Tax Credit (CITC) was created by Chapter 238 of the Acts of 2012.

CITC is designed to enable local residents and stakeholders to work with and through community development corporations (CDCs) to partner with nonprofit, public, and private entities to improve economic opportunities for low and moderate income households and other residents in urban, rural, and suburban communities across the Commonwealth.  

CDCs accomplish this through adoption of community investment plans to undertake community development programs, policies, and activities.

The Executive Office of Housing and Livable Communities (EOHLC) is the administering agency for CITC and is responsible for managing the process by which the credits are allocated to eligible CDCs.

Beginning in late 2020, all tax certificates are now directly uploaded to the Part 1 of your application. If you have any issues retrieving your certificate, please contact CITC Coordinator, Nathan Delude at nathan.delude@mass.gov

Community Partners

The Below Community Partners are currently participating in the program. All of them have Community Investment Plans or Capacity Building Plans that are available upon request. The United Way of Massachusetts Bay acts as a Community Partnership Fund, raising funds for select organizations.
