Summary Information
Five such disaster declarations were issued by the Federal Emergency Management Agency (FEMA) during that two-year period.
The storms affected each of the counties in the Commonwealth, in some cases, multiple times.
The designated disasters were:
- October 27, 2012 – November 8, 2012 – Hurricane Sandy
- October 29, 2011 – October 30, 2011 – Severe Winter Storm
- August 27, 2011 – August 29, 2011 – Tropical Storm Irene
- June 1, 2011 – Tornado
- January 11, 2011 – January 12, 2011 – Severe Winter Storm
CDBG Disaster Recovery funds must be used only for specific disaster recovery-related purposes.
Recovery efforts may involve housing, economic development, infrastructure and prevention of further damage to affected areas.
The use of CDBG-DR funds may not duplicate funding available from the Federal Emergency Management Agency, the Small Business Administration, and the US Army Corps of Engineers.
The Commonwealth is required to submit an Action Plan that identifies the proposed uses of the funding, including criteria or eligibility, and how the uses address long-term recovery needs. The Plan must include an Impact and Unmet Needs Analysis using the most recent available data.
Of the $7.2 million, HUD has determined that a minimum of $1,388,800 must be provided to Hampden County.
Fifty percent (50%) of all CDBG-DR funds must be expended for activities that benefit low- and moderate-income persons.
Grantees must document how each activity is connected to the disaster for which it is receiving CDBG-DR assistance.
All CDBG-DR funds must be fully expended within two years of the date HUD obligates funds to a grantee.
