Public Hearing Notice  Public Hearing for Liberty Base Distribution Rates (DPU 25-85)

Overview

The Department will be conducting an in-person public hearing to receive comments on the petition from Liberty Utilities   for an increase in gas base distribution rates. Additional information regarding Liberty’s proposal and bill impacts for different service areas may be found below. The proposed rates are suspended while the Department conducts its review of Liberty Utilities’ petition.  

The Department will hold four public hearings, listed below, to receive comments on the Company’s filing.

The third public hearing will take place on Zoom on Tuesday, October 7, 2025 at 7:00 p.m. Attendees can join by entering the link, https://us06web.zoom.us/j/81706654438, from a computer, smartphone, or tablet.  No prior software download is required.  For audio only access to the hearing, attendees can dial-in at 309-205-3325 (not toll free) and then enter Meeting ID# 817 0665 4438. Interpretation services in Spanish, Portuguese, and Khmer will be available over Zoom by clicking the “Interpretation” button on the menu at the bottom of the Zoom application screen and selecting your language (i.e., English, Spanish, Portuguese, or Khmer). To request interpretation and/or translation in an additional language, please email Kaylee Burgess at dpu.ej@mass.gov by Monday, September 15, 2025. If you anticipate providing comments at the public hearing, please send an email by Monday, September 15, 2025, to dpu2585.libertyratecase@mass.gov with your name, email, and mailing address. If you anticipate commenting by telephone, please leave a voicemail at 1-617-305-3729 with your name, phone number, and mailing address. 

UPDATE: The public comment period has been extended to Wednesday, October 15, 2025. Written comments from the public may be sent by email to dpu.efiling@mass.gov and dpu2585.libertyratecase@mass.gov and kpenders@keeganwerlin.com, MAgostinelli@keeganwerlin.com, jkelley@keeganwerlin.com, and r.j.ritchie@libertyutilities.com. Please note that in the interest of transparency any comments will be posted to our website as received and without redacting personal information, such as addresses, telephone numbers, or email addresses. As such, consider the extent of information you wish to share when submitting comments. The Department strongly encourages public comments to be submitted by email. If, however, a member of the public is unable to send written comments by email, a paper copy may be sent to Mark D.
