Rooted in equity, competitiveness, and affordability, the Massachusetts State Workforce Agenda is a statewide strategy to attract, retain, and develop skilled talent while aligning workforce development efforts across agencies and partners to meet the Commonwealth’s workforce needs today and into the future.

Overview

The Workforce Agenda serves as Massachusetts' 2024–2028 Workforce Innovation and Opportunity Act (WIOA) State Plan.
Meeting the Moment to Attract, Retain, and Develop a Future Workforce

The Workforce Agenda is organized around four priority areas:

Talent attraction & retention

Helping employers attract and retain the talent they need while connecting workers to quality jobs.

Talent development

Expanding access to education, training, and career pathways that lead to in-demand jobs.

Leadership by example

Strengthening the Commonwealth's workforce and advancing effective employment practices.

Workforce system infrastructure

Building a more coordinated workforce system that better serves workers, employers, and communities.

Progress

Since launching the agenda in 2024, Massachusetts has made significant progress in apprenticeship, ESOL for Work, and modernization efforts to expand opportunities for workers and connect employers with skilled talent.

Workforce Innovation and Opportunity Act (WIOA)

The Workforce Innovation and Opportunity Act (WIOA) is the federal law that guides workforce development programs across the country.

Federal WIOA legislation aims to help jobseekers access employment, education, training, and support services to succeed in the labor market and match employers with the skilled workers they need to compete in the global economy.
