Highlights

Dr. Alison Brizius Named New CZM Director - On April 19, Energy and Environmental Affairs (EEA) Secretary Rebecca Tepper announced Alison Brizius’s appointment to Assistant Secretary and CZM Director. Alison, who will start on May 6, joins CZM from the City of Boston, where she previously served as Commissioner of Environment. In that role, she was responsible for leading the Department in addressing climate change impacts, such as achieving net zero emissions while protecting air, water, climate, and land resources, enhancing environmental justice, and improving Boston residents’ quality of life. Previously, she was the city’s Director of Climate and Environmental Planning. Before coming to Boston, Alison served as the Executive Director of the Center for Robust Decision-making on Climate and Energy Policy at the University of Chicago, a multi-institutional interdisciplinary center founded to improve society’s ability to respond to climate change and energy supply challenges. CZM Secures Over $5 Million in Federal Funds to Transform Retired Cranberry Bogs to Resilient Coastal Wetlands - On April 22, EEA Secretary Rebecca Tepper announced the award of $5 million in federal grant funding for coastal habitat restoration projects in Yarmouth and Bourne through the National Oceanic and Atmospheric Administration (NOAA) Coastal Zone Management Habitat Protection and Restoration Bipartisan Infrastructure Law (BIL) Competition. The Yarmouth project will restore coastal habitat, tidal flow, and fish passage through removal of structures restricting water flow and restoration of a retired cranberry bog along the Upper Bass River. The Bourne project will advance the restoration of a retired cranberry bog by completing the planning and permitting process to address multiple tidal restrictions and implement wetland restoration techniques. Both projects will provide significant benefits to the surrounding communities, including climate resilience in the form of reduced flood risk and enhanced public access to coastal natural resources. The funds were secured by CZM in partnership with the Massachusetts Department of Fish and Game’s Division of Ecological Restoration (DER), Friends of Bass River, Town of Yarmouth, Buzzards Bay Coalition, and Town of Bourne. The two projects submitted by CZM were selected through a highly competitive process, with only 22 projects funded out of the original 67 applications. Last year, CZM was also awarded nearly $4 million to support two coastal habitat restoration projects in Manchester-by-the-Sea and Truro through this federal grant competition. The Yarmouth project is designated as a Priority Ecological Restoration Project for Massachusetts through DER’s Priority Projects Program. The Bourne project is a priority of the Buzzards Bay Watershed Restoration Partnership, a network supported by DER’s Partnerships Program. REMINDER: Upcoming Coastal Resilience Grants - Pre-Application Support Available from CZM - CZM anticipates the release of the Fiscal Year (FY) 2025 Request for Responses (RFR) for the Coastal Resilience Grant Program later this spring. Coastal Resilience Grants provide funding and technical assistance to coastal communities, eligible nonprofit organizations, and tribes to reduce risks associated with coastal storms, flooding, erosion, and sea level rise through innovative and transferable local and regional projects. The following CZM support is available for this grant program:

REMINDER: Upcoming Coastal Habitat and Water Quality Grants - Pre-Application Support Available from CZM - CZM anticipates the release of the FY 2025 RFR for the Coastal Habitat and Water Quality (CHWQ) Grants soon. These grants fund projects that assess and treat nonpoint source (NPS) pollution from stormwater runoff, build municipal capacity to implement green stormwater infrastructure, develop comprehensive habitat restoration plans, and advance planning to support land acquisition for restoration, buffer protection, and marsh migration. Municipalities within the Massachusetts coastal watershed are eligible to apply, along with federally recognized Tribes, certified 501(c)(3) nonprofit organizations (including qualifying Tribal entities), regional planning agencies, and stormwater collaboratives in partnership with eligible municipalities. Eligible project activities include:

  1. Efforts to assess, identify, and characterize NPS pollution impacts from stormwater runoff to coastal waterbodies.
  2. Design and construction of stormwater structural Best Management Practices (BMPs).
  3. Capacity-building activities—including trainings for municipal staff, bylaw development, and case studies—that support future implementation of green stormwater infrastructure.
  4. Development of habitat restoration plans, including data collection and synthesis, natural resource assessments, and restoration prioritization work.
  5. Advancement of priority land acquisition planning activities for the purposes of restoration, buffer protection, and/or future marsh migration.

Fishing Trap Removal, Assessment, and Prevention Program - The Virginia Institute of Marine Science (VIMS) is seeking proposals for the Nationwide Fishing Trap Removal, Assessment, and Prevention Program (TRAP) to fund removal of derelict fishing traps and collect data to prevent future gear loss. With funding from the NOAA Marine Debris Program provided by the Bipartisan Infrastructure Law, up to $1,475,000 in grants will be awarded. For details, see the VIMS website. Proposals are due by May 30.

  • Cranberry Bog Acquisition for Restoration Program - The EEA Division of Conservation Services (DCS) is seeking applications for the Cranberry Bog Acquisition for Restoration Program, which provides funding to assist qualified 501(c)(3) organizations, municipalities, and other qualified conservation organizations in acquiring interests in land containing retired or soon to be retired cranberry bogs and associated uplands for the purpose of subsequent ecological restoration to natural wetland habitat. Funding can be used to acquire land or a Conservation Restriction (CR), or for due diligence costs associated with donated land or CRs to an eligible applicant.   • Parks and Conservation Grants - DCS is seeking applications for the FY 2025 Parkland Acquisitions and Renovations for Communities (PARC), Local Acquisitions for Natural Diversity (LAND), and Conservation Partnership grants. PARC grants help communities acquire parkland, develop new parks, and renovate existing parks. LAND grants provide funds to municipal conservation commissions to purchase conservation land. Conservation Partnership grants provide funds to nonprofit organizations for land acquisitions. DCS will hold two workshops for the PARC and LAND grants and strongly recommends that potential applicants attend the in-person workshop, which will be held on May 6 at 11:00 a.m. at DFW Field Headquarters in Westborough. A second workshop will be held on Microsoft Teams on May 9 at 2:00 p.m. To RSVP for either session, please email Melissa Cryan at melissa.cryan@mass.gov if you are interested in applying for a PARC grant, and email Vanessa Farny at vanessa.farny@mass.gov if you are interested in applying for a LAND grant. PARC and LAND grant applications are due by 3:00 p.m. on July 11. Conservation Partnership applications are due by 3:00 p.m. on July 15.
  • Water Quality Management Planning Grants - The Massachusetts Department of Environmental Protection (MassDEP) is seeking proposals for §604(b) Water Quality Management Planning Grants to fund assessment and planning projects to address nonpoint source pollution.   • §319 Nonpoint Source Competitive Grants - MassDEP is seeking proposals for the §319 Nonpoint Source Competitive Grants Program to fund comprehensive projects that address nonpoint sources of pollution affecting water quality.   • Coastal Ecosystems Climate Resilience Research Funding - The U.S. Environmental Protection Agency (EPA) Science to Achieve Results (STAR) program is seeking applications to fund research that will advance the understanding of climate resilience in estuarine and coastal marine ecosystems to better inform management strategies. EPA anticipates funding approximately seven awards up to $1.2 million each. For more information on this funding, including required research areas and application details, see the EPA website. Applications are due by May 1.
  • American Lobster Research Funding - The National Sea Grant College Program is seeking applications for the 2024 American Lobster Research Program for projects that advance scientific knowledge of the American Lobster fishery and support the resiliency of fishing communities to environmental change and economic uncertainty. Approximately $2 million is anticipated to be available for requests up to $600,000 each. For details, see the Grants.gov website. Proposals are due by May 7.
  • NOAA Planet Stewards Project Funding - The NOAA Planet Stewards program is seeking proposals from educators for up to $5,000 to support hands-on, action-based stewardship projects that build science literacy in elementary- through college-age students and the general public. Projects should address an environmental issue related to the educator’s community and should focus on conservation, restoration, and/or protection of human communities and/or natural resources in one of four focus areas—marine debris, habitat conservation and restoration, carbon footprint reduction, or carbon sequestration.   • BoatUS Grassroots Grants - The BoatUS Foundation is seeking applications for Grassroots Grants to promote boater education. Up to $10,000 is available to local volunteer organizations, student groups, yacht clubs, and chapters of national organizations for creative and innovative projects that promote safe and clean boating. Applications are accepted year round.

Newsletters and Other Periodicals

NOAA HabitatNews - The April 2024 issue of HabitatNews, a newsletter of the NOAA Fisheries Office of Habitat Conservation, includes items on an endangered tern restoration plan for Ram Island in Buzzards Bay, efforts to restore kelp forests in California, restoration of hurricane-damaged habitat by young Puerto Ricans to help gain work experience, and other marine fisheries habitat news.

Northeast Ocean Data Portal Newsletter - The April 2024 issue of Northeast Ocean Data, a newsletter of the Northeast Ocean Data Portal, provides details on public comment opportunities for offshore wind projects in the Northeast and proposed shipping safety fairways along the Atlantic coast, various data updates, and additional portal news.

Public Notice/Public Comment

Draft TMDL for Pathogen-Impaired Waterbodies - MassDEP’s Watershed Planning Program is seeking public comment on the Draft Massachusetts Statewide Total Maximum Daily Load (TMDL) for Pathogen-Impaired Waterbodies. TMDLs establish the maximum amount of a pollutant that a waterbody may receive without violating applicable Massachusetts Surface Water Quality Standards (314 CMR 4.00). TMDLs are water quality-based controls to reduce pollutant loads from both point and nonpoint sources, and MassDEP uses available data and models to develop TMDLs that restore impaired waters. On May 8 and 9, MassDEP will host two public information sessions, the first in-person and the second virtual, to explain the Draft Statewide Pathogen TMDL Report and provide an opportunity for attendee input. The May 8 session is from 1:00-3:00 p.m. at the MassDEP Central Regional Office in Worcester (no registration is required). The May 9 virtual session is on Zoom from 6:00-8:00 p.m. (advanced registration is required). For more information on the Draft TMDLs, see this MassDEP Fact Sheet (PDF, 92 KB).   • Environmental Review of Proposed Vineyard Northeast Project - The Bureau of Ocean Energy Management (BOEM) is seeking public comments on the proposed Vineyard Northeast offshore wind energy project, located 29 miles offshore Nantucket. The project will install up to 160 wind turbine generators, three electrical service platforms, one booster station, and two offshore export cable corridors making landfall in Connecticut and Massachusetts. BOEM will prepare an Environmental Impact Statement (EIS) for the project’s Construction and Operations Plan. For more information, including commenting instructions, see the BOEM website. Comments are due by May 9.

DCS Positions - DCS is seeking candidates for two full-time, contract positions in the Land and Water Conservation Fund Grant Program (LWCF), which is administered on behalf of the National Park Service (NPS) and provides grants to states and local governments and federally recognized Indian tribes for the acquisition and development of public outdoor recreation areas and facilities. The LWCF Stateside Coordinator will manage the annual LWCF solicitation, competition, and grant contracts in coordination with NPS, in addition to other duties. The LWCF Stewardship Planner will work with LWCF staff and will conduct required five-year inspections of previously funded sites with a focus on monitoring, records management, and grantee outreach, in addition to other duties.

Watershed Restoration Project Manager - The Buzzards Bay Coalition is seeking a Watershed Restoration Project Manager to oversee ecological restoration projects in the Buzzards Bay watershed. This position will coordinate with partners and manage the development, design, engineering, permitting, and construction of coastal, wetland, and riverine ecological restoration projects, including saltmarsh and freshwater wetland restoration, stream channel and bank restoration, and removal or replacement of fish passage barriers, such as dams and culverts. FEMA National Advisory Council - The Federal Emergency Management Agency (FEMA) is seeking applicants for its National Advisory Council (NAC), a 40-member federal committee of experts and leaders that advises the FEMA Administrator on all aspects of emergency management, in coordination with tribal, state, territorial, and local governments and the non-governmental and private sectors. The FEMA Administrator will appoint 11 individuals to discipline-specific positions on the NAC, along with additional members at the discretion of the Administrator. Volunteer at the Waquoit Bay Reserve - The Waquoit Bay National Estuarine Research Reserve (WBNERR) is seeking summer volunteers to serve as beach ambassadors, trail monitors, and visitor greeters. Cape Cod Coastal Resilience Week - June 8-15 is Cape Cod Coastal Resilience Week, which will feature events across Cape Cod sponsored by Woods Hole Oceanographic Institution Sea Grant, with help from CZM and others, to raise awareness on building resilience to natural disasters, coastal hazards, and environmental change. Events on Cape Cod and online include a resilience fair, film screenings, resilience-themed pub trivia nights, a climate anxiety workshop, and more.

Hurricane Preparedness Week - May 5-11 is Hurricane Preparedness Week, the annual reminder from the National Weather Service with tips to prepare for the upcoming hurricane season, which begins on June 1. Educator Innovation Award - Bow Seat Ocean Awareness Programs is accepting applications or nominations for the Educator Innovation Award for teachers that have introduced the Bow Seat Ocean Awareness Contest into their classrooms. Winners will receive a $750 award. Also, teachers in Massachusetts will be considered for the Baystate Educator Award. One winner will receive $750 along with a $500 classroom grant. Nominations are due by July 1.

Coastal Management Photo Contest - NOAA’s Office for Coastal Management is seeking photos of “Coastal Management in Action” for the 2024 Coastal Management Photo Contest. Winning images will be featured in an Office for Coastal Management social media campaign later this month. Please submit photos (with the photo release form) that show natural infrastructure projects, beautiful beaches, recreational uses, and more by May 3 to ocm.nerrs.photocontest@noaa.gov (limit 10 images per entry).

Watershed Discovery Programs - Registration is now open for the Westport River Watershed Alliance Watershed Discovery Programs for kids aged 5-16 to learn about coastal ecology and explore coastal habitats in week-long programs.
