The Highway Safety Division, Office of Grants and Research, Executive Office of Public Safety and Security (EOPSS/HSD) seeks to provide FFY 2015 Section 405C funding to qualified projects to improve the accessibility, accuracy, completeness, integration, timeliness, and/or uniformity of one or more of the following six core traffic records systems recognized by the National Highway Traffic Safety Administration’s (NHTSA) Section 405C program:

  • Crash Data System
  • Roadway Inventory File
  • Vehicle Registration
  • Driver History
  • Citation/Adjudication
  • Injury Surveillance System

Other permissible projects for Section 405C funding are as follows: evaluating the effectiveness of efforts to improve these six data systems; linking these systems with other state or federal data systems; and adopting and using the maximum number of Model Minimum Uniform Crash Criteria (MMUCC) data elements and National Emergency Medical Services Information System (NEMSIS) data elements as soon as practicable.

Applicants are also encouraged to submit projects that would advance the recommendations of the Commonwealth’s draft 2014 Traffic Records Assessment and the Massachusetts Statewide E-Citation and Traffic Records Business Plan (available at under “EOPSS-Highway Safety Division Goals, Planning Documents, and Resources”).
