As part of its U.S. Department of Energy SunShot Initiative Rooftop Solar Challenge grant work, DOER hired Navigant Consulting to develop recommended model rooftop solar permitting processes and structural review guidance for small rooftop solar PV systems.

To inform its recommendations for solar permitting and structural review guidance, Navigant conducted an analysis of solar PV permitting practices across 25 representative Massachusetts municipalities and an assessment of the Commonwealth’s building stock. Navigant’s analysis is summarized in the report below.

Structural Review Guidance

The structural review guidance for small rooftop solar PV systems provides standard guidelines for the review and approval of some common types of residential rooftop solar PV systems (10kW and less). The guidance is intended to reduce the time, cost, and effort required for solar installers to develop and design and for building inspectors to review these types of PV projects.
