About the Program

The Massachusetts Department of Environmental Protection (MassDEP) Carbon Dioxide (CO2) Emission Banking, Trading and Averaging Program allows six large electric power plants to comply with plant-specific CO2 emission standards by using Greenhouse Gas (GHG) Credits earned from projects that reduce, avoid or sequester emissions of CO2 and other GHGs.  On January 1, 2009, the existing plant-specific standards will be replaced by the Massachusetts CO2 Budget Trading Program, which implements the Regional Greenhouse Gas Initiative (RGGI) in the Commonwealth.  Credits from the existing program may not be used to comply with the new one.
