Overview
The Massachusetts Rider Education Program (MREP) is a program within the Registry of Motor Vehicles. MREP’s mission is to reduce the number of motorcycle related fatalities and injuries in the Commonwealth through increasing the number of approved rider training courses for motorcycle riders and to increase awareness and education for both riders and other drivers.
MREP provides quality rider education and training to both novice and experienced motorcycle riders. The program is designed to assist riders of all levels and to promote the safe operation of motorcycles. There are 3 courses offered through MREP that waives the motorcycle road test. They are:
- Basic Rider Course (BRC) - The Basic Rider Course teaches students basic motorcycling skills through classroom instruction (online or in a classroom setting) and 10 hours of on-cycle training using a school training motorcycle.
- Basic Rider Course 2 (BRC2) - For riders who already have basic skills. Similar to the BRC except speeds are higher and you must be on your own motorcycle. There is a classroom component, either online or in a classroom setting, and 5 hours of on-cycle training
- Basic Rider Course 3 Wheel - Successful completion of this course, consisting of 5 hours of classroom activities and 10 hours of on-cycle riding exercises, plus knowledge and skill tests, may waive the license test. The course may also earn you an insurance discount. You may bring your own 3-wheel motorcycle, or one may be provided.

MREP Approved Motorcycle Training Courses
There are currently 11 MREP approved motorcycle training schools at 25 locations throughout Massachusetts and 10 motorcycle training curriculums. These curriculums are:
- Basic RiderCourse - Motorcycle Safety Foundations *
- Basic RiderCourse 2 – Motorcycle Safety Foundation *
- 3 Wheel Rider Course – Motorcycle Safety Foundation *
- First Ride - Motorcycle Safety Foundation
- Advance Rider Course – Motorcycle Safety Foundation
- Ride Like a Pro
- Sidecar/Trike Education Program
- On Street Training Tour – Riding in the Zone
- Advance Parking Lot Course – Riding in the Zone
- One on One Track day Training – CycleSmith LLC
*These are RMV motorcycle road test waiver courses.
Students must attend all classroom and on-cycle sessions and pass both a multiple-choice examination and riding skills evaluation to graduate from the program.
Junior operators (under the age of 18) are required to complete the basic rider course, in addition to the requirements of a junior operator license.

Chapter 259 of the Acts of 2010 states that a Junior Operator (under the age of 18) must complete the Massachusetts Rider Education Program (MREP) to get a Class M (motorcycle) license or endorsement.
